EWS1 and cladding remediation claims haven't gone away — if anything, the funding and liability questions have gotten more complicated as more buildings work through the process.

The technical survey is often the easier part. The harder question is usually apportionment: which defect belongs to which party in a chain that might include a developer, a main contractor, a cladding subcontractor and a building control body, sometimes across a decade or more.

An independent, well-evidenced survey doesn't resolve apportionment on its own — but it's the document everyone else's position gets tested against.
